Your assessment of the edit/elapsed time is correct with one mitigating factor. You can adjust what I call an Idle timer. The idle timer begins as soon as the program detects the lack of mouse movement or keyboard input. During this idle period the time is considered edit time. This is to allow for the consideration that not all idle time is idle - perhaps the drafter is looking at some reference material, or a brief visit to the restroom is within a reasonable and allowable time span. So, in your scenario, if you have the idle timer set to 5 minutes the CAD file would show an elapsed time of 5 hours and an edit time of 5 minutes.
